Preparedness planners may use other terms like vulnerable pops, special needs, individuals with disability or functional and access needs, in order to characterize groups who have barriers to full autonomy, or require special considerations in order to protect their health during a pandemic, natural, or man-made disaster. Yeah, it's a pretty broad swath of people.
